Some effects could be:
1. It will generate lot of revenue for CIS as an application will come 2-3 times with new application fee each time.
2. No. of pending applications at CIS could drop because of this after some time (reduction of backlog or 'front log' ?)

To the directors of the service centers, the Fuji memo is not really a "pat" on the back (but something else on the back). They were also not given a choice to vote but just to start acting after 30 days. Literally, these directors must be saying F.O. to the memo...
There is a possibilty of both your I-140 and 485 to be approved together (possibly within 1-2 months) if your I-140 case is strong and your 485 is in order.

Looks like concurrent filers should forget about I-140. If everything is perfect in the application, it will be approved at the same time as the 485.
F.O. memo is not promising anything such as faster processing. It is difficult to assess the intention and spirit of the memo...
My guesses:
Will previously filed concurrent applications be adjudicated concurrently? (YES)
or is it applicable to only new 140/485 applications? (CAN'T BE)
What will happen to backlog of existing 485 applications? (WILL INCREASE MORE)
Who will get GC? (LUCKY ONES)

USCIS's "Spirit" is always strong but their "flesh" (working style) is weak.
