1) You can join by applying for change of status (L1 to H1) which costs normal H1 application fee.

1. There is no issue for you L1 stamping but your status will be changed again to L1 after stamping.
2. You can shift to H1B but before changing you need to apply for change of status which again costs normal H1 fee.
