I am a US citizen petitioning for my sister. And today, I got an email notification that my case was shipped to the Department of State for visa processing! It’s so fast after they transferred to NBC (I guess the people there need work). I guess my case has to wait in line for a visa.
A green card mother petitioned her daughter (over 21) with I-130. Received date is: 11/12/08 and the Notice date is: 11/18/08. I like to know how to calculate the priority date as I do not understand the Visa Bulletin. Someone told me to add 10 years but is that now still correct?

I read elsewhere someone traveled outside the State for 4 years and able to return without filing anything. How does he/she do that? Surely, a permanent resident can travel beyond 2 years for some purpose.
