Doing business in India while on H1

Hi, I have read thru all the posts. What I came to know is that I can be start a business as a passive investor while on H1. I wanted to know if the same rule is applicable if I intend to do the business in India and what legalities are there in doing so. Thanks in Advance. Thanks
