H4 issuance

I have a question regarding H-4 too. My mom is with me here in US on her Tourist visa for 6 months but i want to file a H 4 visa for her under my H1B visa. is it possible? if so, when can i start processing? Any suggestion is greatly appreciated. Thanks,
