EAD for L2 visa holder

Hi, My husband is currently on L1 visa and will be travelling to US in couple of months. By going through couple of other threads, I understood that EAD cannot be applied from India as I have to give fingerprints. But I would like to know if I can apply for EAD from India and travel to US...
