Hello, I am a USC and I want to file I-130 for my sister who resides in Russia. Our mom is living in US as a perm. resident, a green card holder. Shall me or our mom should file the I-130 application? Also, if I would file, would it affect to my sister's visitor visa to US? Thank you!
