Does INS mail the approval notice the same day as the case gets approved?

Processing was done thru VSC. But stamping was done in CA. Anybody in a similar situation. Have you received PLASTIC CARD yet ? Which Service Center process the Card? VSC or CSC? thanks for the help!- TRY1
