same state, different processing time for different cases??!!
I found a very strange thing: In NJ, the labor department processing time is 4/2001 and 12/2001 for regular and RIR. But I found there were both RIR and non-RIR cases received by the state level in 2003 were certified. There are lots of those cases. Most of them are for University faculty...
