Why REF takes so long?

My phone status has been changed to "RFE sent". I guess it\'s bad news, since I\'ve seen so many people are just waiting for approval after replying with their RFE\'s. Why is it taking so long for an approval after NSC has received your RFE? What\'s the average waiting time?
