I had a H1-B visa for about 1 year till July, 2002. I was laid off in July,2002. I then joined another company with a month of this lay off on a TN. I have been on a TN ever since then till today. Also, I have never been out of USA for more than 6 months at a time. Will the 2006 H1-B cap apply...
