visitor visa stamping after sponsor visa expires

My L1 visa is valid until July 19th 2006. My I-94 is valid until 2008. I'm planning to bring my Parents in Visitor's visa. Can they go to stamping in Chennai US consulate after July 19th 2006. or Should they go for stamping before my visa expires ??
