Can a LLC (Limited Liability Company) file I-140?

Hi, Can a Limited Liability Company (LLC) file for Labor and I-140 for a potential employee even if hasn't started any business so far? In other words, what kind of employers may file for immigration for potential employees? Thanks, Ram
