can I file i-130 along with i-485 adjustment of status for my canadian mother who is visiting me if she worked illigally in the states?

I just turned 21 years, I'm a US citizen, my mother is canadian citizen, visiting me. when she enterd at the air port they just stamped her Boarding pass, Can I apply i-485 for her even though she had worked here in the states illigally or do I need to file I-485A also? thanks for any help
