Hi Guys, If the Fedex mail is received at St Louis, is that date considered as the date received by St Louis? Also how do we find out the received date at D.C? Pls advise.

Also the date format says dd-mmm-yyyy. But the electronic version takes in e.g. 20-October-2002 which does not match dd-mmm-yyyy format. Noneletronic would not have this problem since i would be filling by hand after printing the form out. Is that ok?
