I'm a US citizen and trying to plan the paperwork to submit for my wife to enter the states and I'm a little worried about the part where she isn't allowed to enter while the paperwork is being processed. I planned to submit the 129 and 130 at the same time. I've asked around...
The USCIS website does not say to send everything in at once. Look here:
