H4 to H1 AND BACK TO H1

I have a doubt. Suppose I apply for H4 status from H1 status.Is it mandatory that only after h4 is approved by INS I can apply for new h1 or once i recieve ack from INS that they have recieved my application for H4 I can file for new H1. Thanks
