Child Status Protection Act

I have filed petition for my sister under family based prefernce 4. At the time of petition approval the ages of her sons were under 21. My sister's visa has yet to be issued. Are these boys, now over 21, eligible to accompany her under the new CSPA? Please advise. Thanks
