They should apply for the baby's US passport and they should also contact the consulate for their own country to register the birth there too. Dual citizenship is no problem, but as has been said, the baby cannot sponsor the parents until age 21

I have a similar situation and I believe that a minor doesn't get a free ride with the parents, they still have to wait possibly 4-6 years if a parent gets a GC, in the meantime they cannot just live in the US without somesort of visa, please let me know if you have any other information on this.
