Immiportaluser, Well I used hobbylobby store to get the blue color background poster board. I took http://ociindia.nic.in/ociindia/ICAO-Photo.pdf as a reference for a blue color background. You can also try Michaels or a Teacher's store or a craft store. Good luck.
