You can get all of these information from third party souce. For example, you can get the impact factor of the journal and its rank (both overall and in its subgroup) from "Journal Citation Report". You can get its circulation from database such as WorldCat...

Impact factor is used to show the journal is good.
You have to show that your paper is good based on "citation of your paper". I definitely notice this when reading all the previous decisions.
