Resizing the pictures for DV

Hi, I'm having a very hard time resizing the pictures, I thought I knew what I was doing but they just keep getting worse. Can anyone PLEASE help me resize them? I tried, miscrosoft picture manager, picasa2, serif photo plus 6... I just don't know how :( Thank you!!
