I-589 rejected, how to fill form I-140 Part 4

My wife is filing NIW I-140. In Part 4.6. 'Has any immigrant visa petition ever been filed by or on behalf of this person' I have filed I-589 four years ago but got rejected, and my wife was included in that application. Should she choose 'yes' or 'no'? :confused: many thanks.
