What is POJ method. How Do I call officer directly? Please help.

I did receive FP notice 3 times over 3 years. I have last FP appointment on 7/20/2007 I changed job after using AC-21 after 9 months of I-140 approval. I was without job for 2 months while my employer was paying me after layoff.

I got email from USCIS saying Current status "We mailed you a decision". When I check the status by phone it says the case is denied. My case details: EB3 NSC PD: Nov 2004 I-140 AD: July 2005 I-485 Denied July 2007 Filed AC 21 and Changed job 03/2006 Job desc is same. No RFE...
