thats right! Right now 2 IIOs (only 2) are working on 485s. One picks up the file (lot of dust) looks at it, approves a few and puts the rest in the bin next to his colleague. This IIO then does the RFE, 2nd FP and if it doesn't make sense to him (usually low IQ) transfers the case.
