I thought you could apply by mail even for a new TN? Would one be able to work the new job while waiting for the TN to be approved or not?

Thank you so much for your help! So should he file a I-539 for change to B1/B2, and then another I-539 for change back to TN, or should the second filing be a I-129? And can the I-539 be filed electronically?
