    Should I file an I-824? What should I do

    I am a US Citizen. I filed an I-130 for my sister in 1999. I had changed address and apparently a notice of approval was sent to my old address in 2005 and the mail was returned undelivered. I found this out when I tried to check the status of my case last night, thinking it is about time...
