9th Year H1B / Pending Labor / Termination - URGENT

Hello, I'm on H1B and my visa expires Nov/07 and my labor certification is still pending. I'm being laid off in a couple of weeks. Need to know if I can transfer my visa to some other employer. If yes what info and documents are required. PLEASE HELP.
