I am in the same boat. had mailed N-400 app. with $390, only to later learn that it was hiked to $400. Rcvd a notice from USCIS (insufficient funds) to send remaining funds ($10). But the problem is that $10 check has not been encashed yet. I mailed the check with copy of notice to USCIS...
