qualifications for Blanket L1

I am Holding M.Sc(statistics) degree and more than 9 years of IT experience.Currently working in a company for past 2 years 10 months. According to the attorney ,M.Sc degree will not qualify for Blanket L1.Any clarification is appreciated.
