AP has nothing to do with status. it is travel document only. if the person is on H4 and not working/intend to work, EAD does not matter. He/she can travel on AP and still maintain an non-immigrant status. I am assuming that a I485 is pending for this person.

Should not be a problem. All the INS agents are familiar with the I551 stamp. It is same as the actual GC. I confirmed with the Canadian consulate and they said it was no problem. Cheers
