Is a permanent resident out of status if their passport expires and they did not renew it on time? The greencard is valid for 8 more years.

you will need a transit visa if you are going thru UK. The only exception is if you have your physical card with you. The stamp in the passport just does not cut it for the old foggy bottoms now-a-days.
Yes. You will need a transit visa if you belong to a select group of countries. IF you have your PHYSICAL CARD in your hand then you will NOT need it. The approval stamp has no meaning for the british folks. The website britainusa.com explains this in great detail.
If it helps the British consider a physical card as the only proof of a person being a permanent resident. A I-551 stamp is not proof enough for them. I won't be surprised if the French want the same. It certainly appears so from the link that POJ posted.

I thought the "undeliverable" msg was the last comm you received. The above msg I think means that they have mailed your card. As other people have stated before the folks updating the database at CIS have made mistakes like updating the wrong info. They are not the brightest of the human race.
