Does the letter mean my visa is rejected or does it mean it still under review by USCIS

I finished my engineering in India In Electronics and communication and then worked as Software engineer for 3 years and after that did Graduate Diploma In Information Systems and now doing Master of Information Systems here in Sydney, Australia.

Hi All, Can some one tell me what this letter means. I got this letter after getting 221G 3 times ( Once in Sydney, Delhi and Chennai ) and i got this letter on 22nd March in Chennai. The visa officer said that USCIS would review my papers and give me and answer. But after i read this letter...
