    DNA Test for IR2

    Does anybody knows if the consulates in Manila requires each applicants to prove relationships for a Father-daughter relationship through DNA. I am litttle confused with the process. My sister is my mothers child but not my fathers. Can my father petition my sister as a stepchild instead?
