working without social security card?

My friend got a transfer from H4 to H1B. The social security card has not come through yet. Can he start working? How does the employer pay the social security tax, or do witholding of taxes etc?

go to SSA website they have posted some info that if one applied SSN and can not get due to update with USCIS computer then person can work if applied SSN

I suppose the tax withholding will start retrospectively once the SSN is obtained?
