Will the new point system apply to everyone now

Hi

I had applied in the independent category in Sep, 01 (assessment pending). I have a question about the new point system. Will this new system apply to everyone or will it only be considered for people who have applied after Dec 17th.

Anyone contacted canadian immigration officers regarding this. Please let me know since I may not qualify with the new point system.

It will affect anyone who applied before before December 17th and are still waiting assessment and have not been interviewed, but with a passmark of 75, instead of 80.
