Will INS refuges three year BS degree petitions????

I have a three years bachelors degree with 6+ years experience and i recently got approved my labor certification and i filed for I-140. I was told by some of my friends that three year degree petitions are being refused by INS. Any information regarding this subject is highly appreciated.

I heared that INS is not going to do that,if you prooved that your equivalent to 4 years of bachelor degree. Any way let me know from which state you file for labour clearence? How many months it took. What is your category (EB3, EB2,RIR, non-RIR.....?). I will apreciate if you kindly give me these details. Thanks..........
