Why is USCIS doing this ?

guys .. can you tell me - why is Vermont Service Centre processing these I-140 applications so fast ?

Does it tell something ? Has this happened in the past sometime and if so what was the experience ?

I am asking this cause I will soon be filing for I-140/485 and was woundering what will be the result.

Will the regressing of Priority dates be a matter on I-140 (EB3 category) ?
 
I don't know how correct I am, but here goes:
I think USCIS (at least VSC) is trying to get as many EB3 done as possible before the expected retrogression (jan 05) The quota for EB3 is I *think* 40,000. Once the dates retrogress, they will take up EB2, (in fact I think they have begun preparing for that, (and this applies ONLY to concurrent filers) by send a lot of FP requests).
Presumably, there is a method to the madness...
