Many people choose to go to a photographer at their CP destination since often you can find studios there that are familiar with the requirements. You might re-post asking for suggestions about getting pictures at your consulate destination.
Otherwise, I would take the photo instructions to a professional photography studio -- look in your Yellow Pages since the knowledgable studios will advertise that they can take these pictures (e.g. I saw dozens in the Houston Yellow Pages under "Passport and Visa Services" saying they take "immigration" photos). Don\'t waste your time and money getting pictures taken at Walgreens or someplace similar; while they advertise that they take passport photos, they aren\'t set up to take the ADIT style photos.
