When GC 1 year expires

My parents came as immigrant on 17th august'03
Got their Gc.
Left USA on 1st Nov'03

They have applied for Renentry permit but it takes more than year to come.

Does their 1 year epxires before 17th aug'04 OR 1st nov'04

If they dont receive their reentry permit and need to come before 1 year,

should they come before 17th aug'04 or 1st nov'04

The stamp is I-551 stamp which says Valid until 17th aug'04

They didnt stamp anything when they left usa on 1st nov'03

Dont they have record when they left country..

Does this mean they have to come before 17th aug'04

Won't the receipt for the application for Re-Entry permit suffice
even if the stamp on the passport has expired?
