what is the differents between clearances and administrative processing !!

administrative processing = receiving your forms, processing them ( review ) ( KCC if CP , or local USCIS if AOS ) and send them to a consulate if CP.

Clearances =
_ you have to order police certificates, court/prison records yourself for the countries where you have lived. For some countries it's fast. Not for others.
_ name check : should be initiated in advance by the consulate once your file is received from KCC, if not, that is one of the reasons for delays.
There can be delays if your name is very common.
_ fingerprints : you need a biometrics appointment ( if AOS ), or you are fp at the time of your interview for CP. They are compared to a database to check if there is a match ( not a good thing...)

Whatever is not finished before Sept 30th, it's too late to be a true DV winner...
