What does "remand issued to state" mean?

All,
     I have RIR application pended in Chicago DOL for more than 10 months, now my status is changed to "remand issued to state on xxxxx". Anybody has any idea what exactly it means? What is the possible fate of my application?
     I work in a large company with a lot of layoffs in year 2001.

you know exactly what it means, Why are you applying for RIR when there are layoffs all over the place.

remand issued to state means it has been sent back to SESA for further
considration before approval so you have to get ur SESA cleared again
before u can go to DOL
