What can I do?

I have seen "Date of cases pending initial adjudication" is 04/01/99 in Texas area. In my understanding,
 all cases before this date have been processed. I submitted my I-485 in 1997, but I have
 not heard anything from INS. Is it nomral? If not, what is wrong? What should I do? Thanks.

Dear Jim Horne,
I can not agree or disagree to your conclusion, however, I will concede that this agency has a reputation of being slow and at times misplaces files--my only suggestion is to make contact with the person handling your file, advise them of your concern and commit them to resolve your requests--if you do not see a resolution in a feasible amount of time, then make contact with his/her respective supervisor--this normally works. Remember government employees sometimes forget who they are working for...
