Want to apply for USA immigration

Hi!

I have a visit visa for USA and also have applied for canadian immigration which i still in process. and heavent heard form it.

Can my brother apply for my immigration while i am visiting USA?
 
He can apply if he is US citizen but there is a very long wait during which time you must not remain in the US unless you have a valid work (dual intent) visa.
