I am a graduate student with a J1 visa and 2-years HRR requirement. My University, which is a State University, plans to hire me after completion of my degree (PhD). Can my University apply for a waiver for me?

Basically application for J-1 waiver is your personal business. Your University may apply only for IGA (Interested Government Agency) waiver on your behalf. Other types of waivers (e.g., NOL) are based on your personal statement.
