You seem to be ignoring the fact he claimed to be Mexican many times and also in signed statements.
Are you suggesting that when someone states they are Mexican or whatever, it should be ICE's responsibility to make sure they are not US Citizens just in case they were lying when they signed the paper stating Mexican. That work load would never end.

If someone states repeatedly that they are Mexican and are in good health, I have no issue deporting them. But the guy also claimed to be U.S.Citizen. Further it was evident that the guy was mentally ill. And further there were indications that FBI background check came back with result that indicated he was U.S.Citizen.
Conversation in this case went something like:
Agent walks into the cell holding the guy.
Agent: Listen buddy, I know you want to go home as soon as possible. You have to tell us where you are from so we can get you there safely.
Guy: Silent, looking around in a funny way.
Agent: Listen, you got to tell us. Are you from Mexico ? Do you have family in Mexico ?
Guy: Again, looks around, nods head.
Agent: Are you from Mexico ?
Guy: Yes
(few times over)
Agent: Alright, if you say so, lets get this over, sign here and here and you will be on your way.
Guy: Signs doc.
(similar conversation happens again after few days and this time Agent asks if he is U.S.Citizen (coz agent got some info) and Guy replied Yes).
Many folks confess to have committed a crime, but we never send them to hole or hang them without due process. As it is, there is no legal representation at these detention places, so ICE has additional responsibility of making sure no citizen is deported. This happened even after many cases of citizens getting deported came to light.
