University transfer question

Hello,
I recently got my F1 stamped at US Consulate in India with University A.
I received I-20 from a better University ( lets say B)after my F1 approval.
I am still in India, will I be able to
a) transfer to University B at the port of entry
b) Can I transfer to University B as soon as I enter USA , before the classes begin?
c) a do I need to stay with University for atleast 1 semester before transferring to University B.

LucyMo and others please provide me with your inputs/comments.

yes. Or you can go to the consulate and get a new F-1 visa (stating the new school on it).

If you have a green card as your signature says. I wonder why you need F1 visa?

Also it used to be at the POE you could change the University by showing the new I20 , they would stamp on the new I20. I don't know if things changed now
