Two Questions - Thanks in advance for any help

If you can help out with either of the following that would be great..

I'm Canadian and my wife is an American Citizen living in Canada as a permenant resident. We filed a I-130 with the Montreal Consulate back in May of 2006. Shortly after we received a letter that they would be processing our case. The first question I have relates to my wife in that you need to file a affidavit of support and part of that form states you must be domiciled in the US to sponsor someone? Is this correct? And if not, then would she simply enter all her Canadian income as a basis for being able to get support approved.

My second question relates to the timeline I'm on. I had quite a few issues getting my original birth certificate as I'm adopted. Now that I'm almost ready to submit my documents, I have noticed that the Montreal office is no longer accepting I-130 applications. Because they received my application and because I have a case number with Montreal should I continue to send correspondence to that office?
