Strange as it may sound, but I did hear someone say that it is possible, as a one-time deal. Let's say immediately after you acquire a foreign (in this case American) passport, and you have not yet surrendered your Indian citizenship, you can go to India on your Indian passport. Once you are there, you can apply for an OCI card.
Does this make sense? Has it ever been done and is it illegal to do so?
