Travel to India without an Indian Visa?

Asking this question (as asked on the OCI forum):

Strange as it may sound, but I did hear someone say that it is possible, as a one-time deal. Let's say immediately after you acquire a foreign (in this case American) passport, and you have not yet surrendered your Indian citizenship, you can go to India on your Indian passport. Once you are there, you can apply for an OCI card.

Does this make sense? Has it ever been done and is it illegal to do so?
 
It's an unclear area. You can definitely leave the US and go to India. I don't know what happens if you apply for OCI without an Indian visa in your foreign passport. Perhaps "gifts" to officials who can get things done could get you things.
