My girl friend came to US last June and got I-20 through an English program last year. She went back home to apply F-1 visa; however, her application get rejected because she finished a degree before and the immigration officer didn't think she needed to study English again.
She came to US in B2 visa again 1 month after she went back home.
She stayed in US in B2 visa last year for 6 months and then back home.
We think it is hard for her to come back to US in B2 next time in the near future.
Recently she applied another master degree and the school told her that the school is sending her I-20.
So my question is:
Should she transfer B2 to F1 inside US or go back home to get F-1 visa?
Which one is safer and has more change to get approval?
Any suggestion is appreciated.
